Nuclear Waste Services has a vacancy for an experienced Baseline & Sanctions Manager to join our team flexible on secondment working across the NWS estate, with occasional travel to Cumbria.
As a Baseline & Sanctions Manager you will oversee development, implementation, management and control of the Nuclear Waste Service Lifetime Plan, and provide assurance internally and to the NDA, that NWS is providing the necessary governance to maintain the integrity of its approved Performance Measurement Baseline.
You will also lead the development, implementation and continual improvement of the company wide Change Control arrangements whilst maintaining compliance with NDA group and regulatory requirements. And establish and chair the NWS Trend & Change Sentencing Committee and act as liaison between the relevant governance committees and NDA
- Fully understands and is able to articulate the concept of the Performance Measurement Baseline as a key component of the EPMO, against which trends are monitored and changes are managed within the bounds of NWS procedures and Scheme of Delegations
- Fully understands and is able to articulate the difference between baseline, sanction and funding/budget and how they interact as separate control points
- Develop & implement change management processes and systems to ensure sufficient functioning of the Enterprise Portfolio Management Office
- Act as NWS Subject Matter Expert for trending, change control and baseline management activities, providing advice and guidance at all levels
- Provide a governance role within the EPMO framework by assisting in the preparation and maintenance of the Baseline Management policies and procedures, and actively promote them throughout the business
- Line Management of the Baseline Management Team
- Actively promote and increase organisational awareness and knowledge of Baseline Management across the portfolio
- Develop relationships with internal and external stakeholders, including NDA, and act as NWS Point of Contact for all Baseline Management queries and audits
- Contribute to the set up, maintenance and improvement of the NWS Project Controls systems capability in a systems administrator capacity
- Advise and direct the P3M community on change control arrangements and sharing of LFE
- Optimise the capability of the Baseline Management Team by exploring additional methods for reporting performance from existing systems (e.g. throughput, sanction health, sustainability)
- Provide baseline management/technical expertise, knowledge and guidance
- Programme BoardsAct as baseline management lead in Project gate reviews
- Process trends and analyse the potential impact to the portfolio
- Lead the baseline review process as per business planning requirements
- Scrutinise reports for accuracy prior to distribution
- Identifying gaps in the available information required to understand a problem or situation and devising means of remedying such gaps
- Progress and resolve relevant recommendations arising from assurance reviews
- Establish & maintain an excellent working knowledge of project controls software and their integration points.
- Establish & present mechanisms to demonstrate baseline evolution and reconciliation
- Liaise with the Risk team to ensure collaboration and adequate governance is applied to contingency management and drawdown in the performance measurement baseline
- Lead the annual baseline inflation process
- Act as NWS representative at the NDA IPC Collaborative Working Group
