Nuclear Waste Services has a vacancy for a Head of Site Evaluation flexible working across the NWS estate.

As part of this role, you will lead activities to identify candidate suitable GDF sites to proceed to intrusive investigations, with relevant assured supporting information to provide NWS recommendation to the Secretary of State.

You will also lead implementation of Government’s “How we will evaluate sites in England” guidance in collaboration with Working Groups and Community Partnerships, feasibility activities in support of other NWS programmes and support development of target operating model for GDF.

Roles and Responsibilities
  •  Lead the definition and delivery of community-based site feasibility studies  in accordance with ‘How we will evaluate sites in England’ guidance (for up to 6 communities)
  • Lead activities to define and coordinate with Technical Directorate colleagues and supply chain, the delivery of relevant aspects of the technical advice and support required for successful collaboration with relevant GDF Community Partnerships
  • Lead activities to define and coordinate with Technical Directorate colleagues and supply chain, the delivery of relevant aspects of the technical advice and support required to support attainment of major permissions for GDF, NSD and other relevant NWS projects and activities;
  • Lead provision of integrated studies and outputs of comparative evaluations to support timely and assured recommendation to Government for up to two GDF sites to progress to intrusive investigations;
  • Lead provision of a SQEP site evaluation service, systems and capabilities to support NWS Programmes, Strategy and Operations as required;
  • Lead integration of early stage MCP candidate projects with Site Evaluation issues to ensure successful transition to delivery;
  • Act as an effective ambassador for the site evaluation activities required to support NWS programmes and activities;
  • Lead activities that maintain and develop NWS understanding of site evaluation approaches, and ensure the service provided is SQEP and resilient to change;
  • Lead activities to ensure the quality and scope of Site Evaluation outputs are appropriate for their use;
  • Lead the delivery of community and local studies necessary to support site evaluation;
  • Lead provision of scope and quality requirements in procurement and management of specialist suppliers to undertake site evaluation and assessment work;
  • Lead the preparation of technical specifications suitable for procuring the full range of site evaluations, local studies and site feasibility studies and related activities needed to undertake any site evaluation process.
  • Lead provision of support to the Head of Major Permissions and others in engaging with regulators and other stakeholders to secure permits and consents.
  • Provide leadership to the Site Evaluation team to underpin the programme management of the GDF, NSD and other siting processes.
  • The Head of Site Evaluation Manger will undertake other activities commensurate with their skills and experience as and when required.
  • Managers will be expected to support and implement corporate decisions and initiatives as instructed by the Executive.
Experience Required
  • Good first degree in science or engineering discipline.
  • Professional Qualification in a relevant discipline.
  • Experience of siting GDF or similar facilities (eg mining) in UK or internationally
  • Extensive and practical experience and working knowledge of GDF Siting Policy and Guidance, especially ‘How we will evaluate sites in England’
  • Extensive experience in planning processes for both Town and Country Planning Act and Nationally Significant Infrastructure Projects, or equivalents in similar jurisdictions (eg Australia, New Zealand, Canada).
  • Proven networks with Science, Technology, Engineering supply chain and ability to develop and maintain relationships with a wide range of backgrounds.
  • Good understanding of Local, Regional and Central Government operations, policy development and implementation.
  • Practical understanding of radioactive waste and wider nuclear policy.
  • Strong influencing, communication and interpersonal skills, and demonstrable ability to influence
  • Experience in management, governance and leadership at senior level .
  • Experience of acting as “Intelligent Customer” for services procured from third parties.
  • Strategic thinker with a flair for communicating complex concepts to stakeholders of wide ranging backgrounds.
