Nuclear Waste Services has a vacancy for an experienced Personnel Security & Aftercare Manager to join our Security & Resilience team working across the NWS estate.

The Personnel Security & Aftercare Manager supports the business in the delivery of a Personnel Security function that works in accordance with HMG and ONR expectations, that mitigates insider risks, whilst also seeking continuous improvement to deliver a business enabling capability.
 

Roles and Responsibilities
  • Leadership of the team delivering personnel security and aftercare in accordance with HMG and Office for Nuclear Regulation requirements.
  • Ensuring that the delivery of the personnel security and aftercare function is proportionate and business enabling, whilst maintaining compliance with relevant regulatory objectives and outcomes as described in extant plans.
  • Lead the implementation and delivery of on-going personnel security management, arrangements, and procedures (Aftercare) to remain assured about the NWS staff and contractor community to mitigate the risks from well-placed insiders.
  • Implementation and maintenance of an insider risk framework for NWS to support the effective management of Personnel and Insider security risks to information, facilities, reputation, and other assets.
  • Continual review and improvement of NWS Personnel security function, to include policies, procedures, and work instructions as appropriate to improve effectiveness, meet developing organisational requirements and appropriate internal and external standards.
  • Support engagement with ONR CNSS with regards to personnel security and where required lead on interventions.
  • Provide advice, guidance and leadership on issues appropriate to personnel security, ensuring that relevant stakeholders receive timely warnings of any implications and be available to provide advice as to the adequacy of the personnel security controls implemented.
  • Apply and maintain personnel security controls to safeguard information, assets, services, and individuals in support of the LLWR site security plan and NWS security strategy.
  • The conduct of comprehensive personnel security risk assessments and to establish controls to achieve an acceptable level of residual personnel security risk.
Experience Required

Essential

  • Significant experience in a personnel security management role in a nuclear site licence company, a prospective Site License Company or a List N company.
  • Significant understanding of HMG Functional Standards and HMG Personnel Security Policies, CPNI Insider Risk Mitigation Framework, National Security Vetting, the ONR Security Assessment Principles (SyAPs) and other legislation relevant to personnel security and/or nuclear industry.
  • Extensive understanding of the principles, processes and challenges of personnel security and security risk management, and their practical application.
  • Sound understanding of current security threats.
  • Experience in setting team and individual performance objectives, monitoring performance, assessing progress, identifying emerging risks, issues, and opportunities, and taking corrective steps as required to ensure that the right results are achieved.
  • Experience of managing personnel security inspections, audits, reviews etc. and using them with performance indicators to monitor performance and target improvement activities.
  • Experience of stakeholder engagement, identifying key stakeholders and forging strong relationships to deliver business objectives and outcomes, using appropriate channels, to ensure they are engaged, taking account of their levels of influence and particular interests.
  • Experience of using project management techniques and ensuring the effective delivery of a personnel security programme in high profile projects and programmes.
  • Effective judgement and decision-making skills, understanding strategic impact, gathering, and analysing relevant information, evaluating options, applying logical reasoning, and making effective and proportionate risk-based recommendations.

  • Completed CPNI Personnel Security Training Pathway.
