Nuclear Waste Services has a vacancy for an experienced Senior Contract Officer to join our commercial team, flexible working across the NWS estate.
As a Senior Contract Officer, you will act as lead for the Expert Support and Alternative Solutions Framework; the role includes supporting pre-contract/procurement activities, leading on further competitions and all aspects of Contract Management activities.
Roles and Responsibilities
- Lead further competitions, production, co-ordination and assessment of tender documentation and producing recommendation for award, (framework terms are based on NEC4 supply and term service contract).
- Lead commercially on framework procurements under the Public Procurement Act 2023.
- Proactively managing suppliers ensuring services are delivered to the required quality, cost and schedule.
- Generation of contract and commercial management deliverables, including reporting against progress to the Contract Manager, the business and external bodies.
- Management and monitoring of sanction and savings against framework lots and forecasting contract spend against sanction
- Identification, analysis, and management of contract and commercial risks, issues, and assumptions.
- Establish supplier relationships, to build, strengthen and maintain new and existing relationships.
- Provide support and guidance to both internal parties and external customers and suppliers.
- Maintain a knowledge and awareness of all applicable legislation to ensure compliance in everything we do (eg Public Contract Regulations).
- Approve quotations, work packages, payment applications within delegated authority.
- Act as a leader, either managing a member of the team or coaching and mentoring individuals.
- Deputising for the Contract Manager as required.
Experience Required
Essential
- Degree or equivalent in relevant subject or part professional qualification (eg MCIPS / RICS) and/or demonstrable experience in a similar role previously and a strong understanding of commercial, procurement and contract management practices.
- Appropriate practical knowledge and experience of the NEC suite of contracts including experience of a range of NEC 4 Main Options.
- A demonstrable ability to deal with internal and external stakeholders across a broad range of management levels and technical expertise.
- Be self-motivated with strong interpersonal skills, an ability to establish and maintain good working relationships with clients and colleagues.
- Excellent IT skills with practical experience of Microsoft Excel and Word.
- Hold or be able to obtain Baseline Personnel Security Standard.
- Excellent written and report writing skills.
Desirable
- Experience of Public Procurement Regulations, or alternative structured procurement system, to support the further competition processes within multi-supplier lots of the frameworks.
- Experience in using the Atamis system for procurements and Business World.
- Full UK driver's license.
