Nuclear Waste Services is looking for a Senior Estimator to join our busy team.

The Senior Estimator will be part of the Project Controls capability and will support with provision of a comprehensive estimating service across the business.

The role requires broad project management and project controls knowledge, coupled with excellent behavioural and interpersonal skills to build strong relationships with stakeholders across the business.

Roles and Responsibilities
  • Provision of support in managing the estimating framework, systems and resources to deliver an effective estimating service across the business.
  • Generating estimates to support Sanction requests or the establishment and management of baselines within LLWR through use of appropriate methodologies and techniques in line with specialist knowledge and experience e.g. Parametric Modelling, Factored (or Specific) Analogy, Bottom Up, Task Analysis or Level of Effort. This may also include:
      o Analysis of technical data (technical drawings, Bills of Quantities (BoQs), technical specifications etc.) to aid in development of estimates for discreet phases or the full lifecycle of a project i.e. Evaluate, Initiate, Define and Execute
      o Consideration of a wide range of activities including, but not limited to, design, manufacture, installation, commissioning, operations and decommissioning
      o Using a combination of technical skills, experience and commercial/contract awareness, to develop estimates for outturn cost.
  • Development of Estimating Uncertainty ranges, clearly documenting estimating assumptions, analysing these assumptions for impact and risk and supporting the Risk Analyst in determination of appropriate contingency provision.
  • Contributing to continuous improvement of all estimating procedures and processes to ensure compliance with LLWR strategic objectives, NDA requirements and, where appropriate, industry best practice.
  • Provision of advice, guidance, mentoring and support to other resources within the project Controls team who have responsibility for estimating.
  • Undertaking assurance activities on estimates produced by others whether they be developed in support of a Change Control, Sanction request or to provide realistic EAC or LBE figures
  • Provision of support in collation and maintenance of recorded cost data, analysis of data and development of estimating norms to aid in development of future estimates or benchmarking exercises. This will include consideration of estimates supplied by subcontractors and information gleaned from Learning from Experience (LfE) exercises.
  • Supporting the analysis of project outturns against baseline for LfE and Knowledge Management.
  • Setting-up and leading estimate reviews with Workscope Managers (Programme Managers, Project Managers, Task managers etc) including issue of appropriate reports and metrics. This may also include provision of support in assessing supply chain submissions for either initial contract award or in support of a potential contract variation i.e. Fair Price Assessments.
Experience Required

The ideal candidate will have previous experience in working in a similar role with a good understanding of the Estimating Lifecycle.

Essential

  • A proven record of delivery in this type of role with relevant experience
  • Good analytical, numeracy, statistical skills
  • An understanding of estimating throughout the project lifecycle with specific knowledge of estimating for the design and construction phase of work
  • A high level of commercial and contractual awareness
  • Knowledge of risk management processes including analysis to determine contingency provision
  • Knowledge of processes for managing documentation / information associated with estimated and outturn cost
  • Ability to communicate effectively at all levels within an organisation
  • Ability to work calmly in a pressurised environment while at all times maintaining a quality and service driven attitude
  • Good organisational skills with a proven ability to prioritise workloads
  • Highly committed and motivated with a willingness to learn
  • Able to work effectively either on own initiative and / or as part of a team
  • Fully conversant with the MS Office suite of applications
  • Minimum qualification in English and Maths (Grade C/5)

Desirable

  • A Higher National Diploma (or equivalent) in a construction / technical discipline, e.g. civil engineering
  • A relevant qualification associated with one of the cost engineering professional bodies, e.g. ACostE • Experience in Change Control development
  • An understanding and awareness of finance and planning processes and systems • Experience of developing project controls information for programme sanctioning activities and gate submissions
  • A passion for sharing knowledge and upskilling less experienced team members with regards to Project controls and Estimating
