Nuclear Waste Services has a vacancy for a Programme Manager to join its busy team, flexible working from its Cumbria Office at Pelham House.

As part of this role, you will establish and implement the programme strategy for the delivery of the objectives of a range of studies, projects and programmes. The Head of Programme will determine the portfolio of work.

You will also build and maintain the programmes of work necessary to deliver the IWMP benefits and be accountable to the Head of Integrated Waste Management Programme for driving, assuring and reporting delivery of the activities needed to deliver the programme.

Manage and enhance where necessary the programme framework and production and approval of key programme artifacts to enable delivery of technical work in support of the projects/ Programmes within the Integrated Waste Management Directorate.

When required, you will deputise for the Head of Programme Management within Integrated Waste Management.

Roles and Responsibilities

Delivery

  • Delivery of medium-high complexity programme (s)
  • Deliver and maintain all relevant programme documentation.
  • Establish blueprint, objectives and benefit plans.
  • Cost range and estimating uncertainty analysis.
  • Critical path and schedules, milestone development and key decisions.
  • Gain IWM Steering Group or PMO (depending on level of the complexity of the programme) approval for the programme governance structure, strategy, and delivery plan.
     

Build and maintain the programme of work necessary to deliver the Programme

  • Maintain a programme plan and schedule and contribute to the integrated programme plan.
  • Ensure that project resource demands are defined and aligned across the programme.
  • Monitor the delivery of outputs, services, outcomes from the projects to meet the programme objectives.
  • Coordinate projects within the programme including maintaining the full scope of the programme.  Ensure good scope fit between the different projects and effective management of interdependencies.

Management activities to deliver the Programme

  • Day-to-day delivery management of the Programmes, including any Strategic Business Plans, Business Case Approvals, Delivery Plans, and programme policies.
  • Delivery and maintenance of programme plans, key documentation, risk management and stakeholder engagement.
  • Timely and accurate reporting on programme performance, ensuring visibility of key issues to the Virtual PMO performance review and externally focused Programme delivery boards.
  • Provide effective, clear leadership and direction.
  • Provide timely and reliable assessment of risk exposure at the Programme level.  Ensure management of cross-project risks and issues and interdependencies.
  • Lead and manage the programme and performance requirements of the delivery partners through the associated commercial framework and when required ensure that new framework arrangements are in developed and in place working closely with other supporting directorates.

Represent the IWM Programme as a stakeholder

  • Manage communications with stakeholders at programme level.
  • Maintain stakeholder mapping and engagement plans for the programme.
  • Ensure that the role and expectations of the Programme are acknowledged by all stakeholders, including the recognition of the role of this programme as a key stakeholder in other relevant programmes.
  • Engage with the wider NDA group relevant parties into the programme scope as and when required.
Experience Required
  • Degree or equivalent standard in a project or programme topic
  • Experience in establishing programmes, determining tranche structure and setting benefit realisation plans of medium to high complexity programmes
  • Competence in Project, Programme and Portfolio Management (MSP Practitioner / Chartered project manager is of preference).
  • Excellent verbal and written communication skills with experience of development and approval of key programme documentation such as Blueprints / Business Cases.
  • Proven ability to behave professionally in challenging circumstances, engage with a range of stakeholders to effectively drive change and proven leadership in challenging conversations involving multiple stakeholders.
  • Excellent leadership and influencing skills, together with the ability to communicate complex messages to a wide range of audiences and maintain collaborative working relationships.
  • Broadly-based familiarity with the NDA and radioactive waste management in the UK is desirable. A non-nuclear waste background is welcomed providing demonstration of strong programme management experience.
  • Experience in the application of the Infrastructure Project Authority (IPA) guidelines, delivery lifecycle, and assurance review process.
  • Proven track record of developing and subsequent approval of Programme / Project Business Cases against green book standard
  • Experience in delivering key programme performance data and messaging to senior leaders at an Enterprise Level.
