We have a fantastic opportunity for a DGSA to join our team based at the Low Level Waste Repository.
Roles and Responsibilities
As part of this role, you will be the technical lead for the compliant transport of Dangerous Goods and the associated arrangements for the whole organisation, as well as:
- Lead and manage the transport fleet listed on the Plant Ownership Matrix, identified as the responsibility of the “Head of Site Infrastructure” and to ensure an operational fleet is available to support the site customers and their requirements;
- Manage all aspects of the requirements of the planning conditions associated with transport for the Repository Development Programme;
- Manage the site rail line as identified as the responsibility of the ‘Head of Infrastructure’ and ensure the line is available to support site requirements;
- The safe and efficient co-ordination of Re-Usable Container management as the “Custodian” for LLWR;
- Goods Receipt and Stores Management procedures to support the effective operations of the organisation.
- To manage and maintain the sites Transport Fleet Strategy and renewal programme which includes but is not limited to Site Vehicles both owned and hired, Fork Lift Trucks, Tugs, Trailers and auxiliary equipment;
- To ensure a holistic approach to the current and future usage of the Transport Fleet is taken across the LLWR Site Business as Usual and Programmes to ensure value for money;
- Manage an up to date register of vehicle and key holders, hire cars / vans and LLWR owned vehicles;
- Manage requests for new vehicles fuel cars and addition to insurance;
- Manage MOT/ Servicing / Repair and Taxing of LLWR owned vehicles;
- Audit the pre-use checks required for all site vehicles;
- To develop, manage and maintain a Logistics Management System;
- Responsible for the management and coordination of activities associated with the Transport Fleet including work and servicing schedules, PMPs for changes / modifications to existing equipment and submission of additional work scope i.e. repairs via commercial;
- Manage redundant fleet disposal / transfer;
- To monitor the progress of work requests and manage schedules associated with the transport fleet and rail lines;
- To deliver significant and sustained improvements to management arrangements;
- To act as the lead client and first point of contact for the DRS & Network Rail contracts and the Service Level Agreement (SLA) for Rail Transport Operation services to ensure the providers are carrying out their duties effectively and efficiently;
- To develop, manage and maintain the Company’s Green & Sustainable Travel Plan;
- Manage workforce movements and connectivity between Pelham House, Site and any other offices as deemed appropriate by the Head of Infrastructure in line with the Accommodation and Site Strategy;
- To develop, manage and maintain an Integrated Transport Plan for the Site via the Site Logistics Calendar within eLogistics.
- Manage KPIs associated with the sites Transport;
- Actively promote the use of rail over road;
- Manage all aspects of the requirements of the planning conditions associated with transport for the Repository Development Programme and any other future programmes.
- Report monthly to the Parish Council via the lead team on transport moves;
- To lead the interface between Site Operations for LLWR Re-usable Type B Container fleet to include annual / turnaround maintenance requirements, inspection, repair, site storage or clearance monitoring requirements.
- To lead the site dispatch of LLWR owned IP-2 / IP-1 and Type B packages from the Repository Site to support Customer requests / requirements for VLLW, LA LLW and LLW to include the stakeholder management between RPA, SO, DGSA and Site Operations.
- To lead the Dangerous Goods Transport team and provide guidance to the appointed Site Consigning Officers and Nominated Dispatchers, providing a portfolio of Dangerous Goods Transport Services to support the LLW Repository site.
- To lead the dangerous goods consignment arrangements and management system for LLW Repository, ensuring these are in compliance with regulations and Site Licence conditions for the transport of Dangerous Goods.
- To lead the LLWR Dangerous Goods Transport Services inclusive of DGSA functions for VLLW (LA-LLW), LLW and ILW Site requirements, including international consignments.
- To lead the internal audit process for the Site Consigning Officers / Nominated Dispatchers and external sub-contractors to ensure compliance against management arrangements and own DGSA Annual Report for submission to MEHSC for endorsement.
- To manage the Transport Emergency Response arrangements for the LLWR Site inclusive of development and maintenance of the Transport Emergency plan, coordination of Transport Emergency Officer function and responsibilities, and responsible for ensuring arrangements align with Site Emergency Processes.
- Lead all DGSA responsibilities for all ILW Projects (PCM etc.) utilising Type B Fissile Packages, inclusive of coordination all aspects of Type B package consignment compliance, from fissile drum inventory/selection to final dispatch
- Responsible for leading the development and maintenance of the management systems for Dangerous Goods, RE-Usable Container management and Transport Emergency Response provision inclusive of Process Owner Responsibilities;
- Responsible for ensuring all LLWR duty holders in relation to the consignment of Dangerous Goods are updated with any changes to national and international regulations that may affect their responsibilities/duties;
- Responsible for delivering significant and sustained improvements in Dangerous Goods Transport Services by leading the implementation of improvement processes whilst complying with statutory, Site Licence and procurement requirements in accordance with company policy.
- To provide support to the Service Assurance Team, when required, within Waste Management Services to assist in the development and implementation of auditing standards to ensure customer compliance.
- To fulfil the role of LLW Repository Director for RADSAFE CLG
- To be the LLWR representative at the RAMTUC Main Members Meeting
- LLWR Corporate Radioactive Waste (RWA) Adviser - Specialist in radioactive waste disposal and environmental radiation protection who will advise the operator as to compliance with the ‘Environmental’ Permit
- To directly lead the Senior Stores and CERP Officer
- To Lead the Goods Receipt and Stores Management arrangements
- To report to the CERP process owner any issues raised from the Stores and CERP Officers with regards to CERP management arrangements.
- Lead the Stock element in LLWR System (Q4), with regards to data entry and issue to ensure alignment with the physical store, and Works Planning allocation / issue of items for tasks
- Drive the improvement of Goods Receipt and Stores Management processes
- To Chair the quarterly Stock Identification Committee
- To report on key performance indicators for Goods Receipt, Stores Management and CERP controls, to the Head of Site Infrastructure.
Experience Required
- Graduate (min 2:2) in a relevant discipline or equivalent, and/or relevant experience (Essential)
- Full DGSA (all classes) SQA accredited qualification (Essential);
- Detailed knowledge and understanding of Transport Fleet management (Desirable)
- Detailed knowledge and understanding Government Green Targets (Desirable)
- Accredited to a relevant professional body where required (Desirable);
- Wider knowledge of procedures and methods relevant to the field together with a full understanding of underlying principles (Desirable)
