Nuclear Waste Services has a vacancy for a Waste Services P30 Manager to join its busy team, flexible working from our site in Cumbria,

The Waste Services P3O Manager role supports P3M governance bodies and Waste Services Portfolio, Programme and Project Managers in achieving change initiative objectives and runs the Waste Services Portfolio Management Office as a decentralised extension of the Enterprise Portfolio Management Office (EPMO).

As Waste Services P30 Manager you will need to develop and maintain robust relationships with the EPMO and all other parts of the business, to ensure that all initiatives meet the requirements of the Waste Services Portfolio Board and act as the conduit between the EPMO and the Waste Services Portfolio.

You will also need to work with business areas to identify any gaps in initiatives and to understand what activities are planned to fill those gaps.

Roles and Responsibilities
  • Responsible to the Senior Lead – Waste Services Portfolio and Programmes, in sanctioning change initiatives for inclusion in the Portfolio / Programmes.
  • Ensuring the Portfolio delivers the departmental strategy.
  • Working with senior managers/ directors/ SROs, P3M delivery managers to implement the Portfolio framework.
  • In conjunction with the business owners and the delivery teams, creating strategies for effective planning, monitoring and delivery of the portfolio objectives.
  • Assuring the overall integrity and coherence of the portfolio.
  • Maintaining close relationships with other key business initiatives to ensure that there are no overlaps.
  • Providing an ongoing health check of the Portfolio by reassessing whether Programmes and Projects continue to meet strategic objectives.
  • Scanning the horizon for potential policy changes or initiatives and informing projects and programmes of changes.
  • Providing strategic oversight support for the Portfolio Board.
  • Liaising with the EPMO to successfully deploy P3M frameworks, templates and procedures, creating a balance between the tailoring of such frameworks and procedures to suit the needs of the portfolio, whilst maintaining adherence to company P3M standards and best practice.
  • Keeping abreast of new P3M tools and techniques.
  • Balancing P3O team workload including setting deadlines, prioritising tasks, and assigning team members to various deliverables. 
  • Developing and maintaining robust relationships with all parts of the business, as well as with the Portfolios, Programmes and Projects, to ensure effective stakeholder management. 
  • Setting P3O team objectives, evaluating team performance, and continually improving the P3O service. 
  • Supporting the establishment of Programme and Project Baselines (scope, cost, schedule and risk).
  • Driving the development, implementation and updating of Programme and Project resource plans, taking account of skills, availabilities, and scheduling.
  • Organising and/or undertaking PPM assurance reviews as required, including supporting audit and assurance reviews by providing technical expertise, as required.
Experience Required
  • Relevant experience in a P3O
  • Demonstrate an ability to identify potential problems/risks or opportunities, analysis issues and develop solutions to mitigate problems/risks and exploit opportunities;
    Working knowledge of best management practices applicable to, or interface with this role e.g. Prince 2, Managing Successful Programmes etc;
  • Leads and motivates desired behaviours (e.g. coaching the P30 team and mentoring one or more individuals).
  • Exhibits demonstrable qualities in providing vision, motivation and inspiration, setting high standards and expectations, leading by example and holding the Team to account.
  • Proven ability to manage and prioritise own workload against multiple stakeholders and competing priorities.
  • Can demonstrate having the ability to proactively engage and impact on others and work effectively as part of a wider team.
  • Ability to ensure minimum standards and fundamental process requirements are maintained when under pressure to deliver and ability to challenge others at all levels of the organisation.
  • Excellent verbal and written communication and presentation skills.
  • Knowledge of the 5 case business case models / strategic environment in which projects/ programmes operate
  • Working within the Nuclear Industry or similar regulated environment.
  • An understanding and experience of Government programme / Project Delivery expectations;
  • Familiarity with Nuclear Decommissioning Authority working practices.
  • A person in the role will generally work independently but may require some guidance
